Mr Chavez was given correspondingly warm welcome as he met with one old friend, prime minister Vladimir Putin, and one new one in the form of president Dmitry Medvedev.

Mr Medvedev was particularly effusive, describing Venezuela as Russia’s “most important partner”.

Ignoring accusations of electoral fraud and authoritarianism that have been directed at both countries, Mr Medvedev told his guest: “We have one common task; to make the surrounding world more democratic, fair and secure.”

Russia needs bombers in Cuba due to NATO expansion - ex-commander

The possible deployment of Russian strategic bombers in Cuba may be an effective response to the placement of NATO bases near Russia’s borders, a former Air Force commander said on Monday.

Russian daily Izvestia earlier on Monday cited a senior Russian military source as saying that Russian strategic bombers could be stationed again in Cuba, only 90 miles from the U.S. coast, in response to the U.S. missile shield in Europe.

“If these plans are being considered, it would be a good response to the attempts to place NATO bases near the Russian borders,” Gen. of the Army Pyotr Deinekin told RIA Novosti.

“I do not see anything wrong with it because nobody listens to our objections when they place airbases and electronic monitoring and surveillance stations near our borders,” the general said.

However, Deinekin said the possibility of Russian bombers being stationed in Cuba is largely hypothetical, because Russia’s Tu-160 Blackjack and Tu-95MS Bear strategic bombers are both capable of reaching the U.S. coast, patrolling the area for about 1.5 hours, and returning to airbases in Russia with mid-air refueling.

Russia resumed strategic bomber patrol flights over the Pacific, Atlantic, and Arctic oceans last August, following an order signed by former president Vladimir Putin. Russian bombers have since carried out over 80 strategic patrol flights and have often been escorted by NATO planes.

Deinekin suggested that Cuba could be used as a refueling stopover for Russian aircraft rather than as a permanent base, because the Russian political and military leadership would be unlikely to take such a drastic step under current global political conditions.

In October 1962, the Cuban Missile Crisis brought U.S. and the U.S.S.R. to the brink of nuclear war when Soviet missiles were stationed in Cuba.

The crisis was resolved after 12 days when the Soviet leader, Nikita Khrushchev, backed down and ordered the missiles removed.

Moscow had a military presence on Cuba for almost four decades after that, maintaining an electronic listening post at Lourdes, about 20 km (12.5 miles) from Havana, to monitor U.S. military moves and communications.

Russia was paying $200 million a year to lease the base, which it closed down in January 2002.

At least 13 Afghan police and civilians have died in two incidents involving international forces, officials say.

Four Afghan police and five civilians died in an apparently mistaken air strike by international coalition forces in Farah province.

Separately, the Nato-led Isaf said it had “accidentally” killed at least four civilians in Paktika province.

The incidents are the latest in a series of controversial clashes involving foreign troops.

They come as US Democratic presidential candidate Barack Obama is in Afghanistan as part of an overseas tour.

Mr Obama, who wants to increase US troop levels in Afghanistan, was due to meet Afghan President Hamid Karzai on Sunday.

Mr Karzai has said no civilian casualty is acceptable.

Spain’s supreme court Thursday overturned the guilty verdicts on four of the 21 people convicted over the Madrid train bombings that killed 191 people in 2004.

It also upheld a lower court’s decision to acquit one of the alleged masterminds of the Al Qaeda-inspired attacks, Rabei Ousmane Sayed Ahmed, known as “Mohammed the Egyptian”.

And it handed down a four-year prison term to a Spaniard, Antonio Toro, who had been acquitted on charges of transporting explosives.

Note: the attack is no longer considered the direct handiwork of al-Qaeda but is rather an “al-Qaeda inspired attack.” Back in March, 2004, the corporate media resoundingly declared al-Qaeda to be responsible.

The supreme court Thursday overturned the convictions of Basel Ghalyoun and Mohamed Almallah Dabas, both condemned to 12 years in prison for belonging to a terrorist group.

It also cleared Abdelilah El Fadual El Akil, condemned to nine years for collaborating with a terrorist group, as well as Raul Gonzalez Pena, who had received five years for supplying explosives.

In other words, according to Spain’s Supreme Court, these people did not belong to a terrorist group, at least not an Islamic terrorist group. Apparently, there was not enough evidence to stay the conviction of “Mohammed the Egyptian,” said to be the ringleader, and his conviction was thrown out as well.

The court in October had handed down the heaviest sentences to two Moroccans — Jamal Zougam and Othman el-Gnaoui — and a Spaniard, Jose Emilio Suarez Trashorras.

As it turns out, Trashorras and a compatriot, Antonio Toro, were government informants, a fact reported by the New York Times and the Times Online. Toro was recently handed a four-year prison for transporting explosives.

The History Commons on the Cooperative Research website notes the following:

It is revealed that the man accused of supplying the dynamite used in the March 2004 Madrid train bombings was an informant who had the private telephone number of the head of Spain’s Civil Guard bomb squad. Emilio Suarez Trashorras, a miner with access to explosives, as well as an associate named Rafa Zouhier both regularly informed for the Spanish police, telling them about drug shipments. Trashorras began working as an informant after being arrested for drug trafficking in July 2001, while Zouhier became an informant after being released from prison early in February 2002. Shortly after the Madrid bombings, investigators discover that Trashorras’ wife Carmen Toro has a piece of paper with the telephone number of Juan Jesus Sanchez Manzano, head of Tedax, the Civil Guard bomb squad. She and her brother Antonio Toro are also informants.

In short, Trashorras and Toro are patsies and the evidence indicates the Spanish Civil Guard bomb squad was behind the bombing and a phantom “al-Qaeda inspired” terrorist group was simply a contrivance designed to feed public hysteria.

All of this is reminiscent of murderous Operation Gladio false flag operations carried out by the CIA, NATO, the P2 Masonic lodge, and their fascist allies in Italy in the 1970s and 1980s, operations designed to be blamed on communists. “One of P-2’s specialties was the art of provocation. Leftist organizations like the Red Brigades were infiltrated, financed and / or created, and the resulting acts of terrorism, like the assassination of Italy’s premier in 1978 and the bombing of the railway station in Bologna in 1980, were blamed on the left. The goal of this ’strategy of tension’ was to convince Italian voters that the left was violent and dangerous-by helping make it so,” writes Mark Zepezauer.

It now appears obvious the Madrid bombing was a Gladio-like operation designed to frighten and stampede the Spanish public into supporting the bogus war against terror and, as well, re-elect as prime minister José María Aznar, the grandson of a prominent Franco fascist and a favorite of Bush and the neocons. Aznar, however, was roundly trounced in the elections.

A US air strike in eastern Afghanistan on Sunday killed 47 civilians, 39 of them women and children, an Afghan government investigating team says.

Reports at the time said that 20 people were killed in the airstrike in Nangarhar province. The US military said they were militants.

But local people said the dead were wedding party guests.

Correspondents say the issue of civilian casualties is hugely sensitive in Afghanistan.

President Hamid Karzai has said that no civilian casualty is acceptable.

Demand for trial

Mr Karzai set up a nine-man commission to look into Sunday’s incident.

The commission is headed by Senate deputy speaker, Burhanullah Shinwari whose constituency is in Nangarhar province. He told the BBC: ”Our investigation found out that 47 civilians (were killed) by the American bombing and nine others injured.

“There are 39 women and children” among those killed, he said. The eight other people who died were “between the ages of 14 and 18″.

A spokeswoman for the US coalition, Lt Rumi Nielson-Green told the AFP news agency that the force was also investigating the incident and regretted any loss of civilian life. “We never target non-combatants. We do go to great length to avoid civilian casualties,” she said.

At the time the US said that those killed were militants involved in previous mortar attacks on a Nato base.

The incident happened in the remote district of Deh Bala, close to the Afghan border.

Mirwais Yasini, deputy speaker for the lower house of parliament, also has his constituency in Nangarhar. ”We are very sad about the killings in Deh Bala. People should be compensated,” he told the BBC.

“These operations widen the gap between the people and the government.”

He said that those who passed on intelligence to the US military ahead of the air strike should be tried, “as well as those who carried out the bombing”.

Mr Yasini demanded that “all operations should be conducted in full co-operation with our security forces in the future”.

‘Ashamed’

Correspondents say most civilian deaths in Afghanistan are caused by Taleban fighters and other militants opposed to President Karzai and US and Nato-led forces. On Monday a suicide attack on the Indian embassy in Kabul killed 41 people, most of them civilians.

However, foreign troops have also often killed civilians, leading to an erosion of support for their presence in Afghanistan.

Last year a US army spokesman said he was “deeply ashamed” after US marines killed 19 civilians near Jalalabad in Nangarhar province.

Only a few months earlier, a Nato spokesman said that civilian casualties were the main issue for the Nato-led force to resolve.

“I believe the single thing that we have done wrong and we are striving extremely hard to improve on is killing innocent civilians,” Brig Richard Nugee said.

President Karzai has been scathing in his criticism over the deaths of Afghan civilians, even summoning foreign commanders in May, 2007 to tell them “that the patience of the Afghan people is wearing thin with the continued killing of innocent civilians”.

Two days ago, the Red Cross said that at least 250 Afghan civilians had been killed or wounded in insurgent attacks or military action in the previous six days. It called on all parties to the conflict to avoid civilian casualties.
